Proposals here are simple.  If an organization feels they have a need I will schedule an hour or so informally discussing the data and work flow or your organization.  If a need is determined then more time will be scheduled to do a formal assessment.  No cost for the assessment. 

A proposal may or may not be developed based on a mutual understanding on needs and direction.  All proposals will be in the form of consulting services and provide the organization with complete ownership of the produced software solution.  What does this mean?  Minimal maintenance fees, minimal support fees and no limitations for use, alteration or distribution of the system.
